If you’re not using the crate training method, I suggest you do. Make sure you have your puppy on a strict schedule of eating, playing and going out to eliminate. Use the same schedule for your days off. Puppies cannot be expected to have good bladder control for at least four months. The rule of thumb is that they can hold their urine about one hour for every month of age, so a three month-old puppy might be able to hold his urine for four hours. That’s just a general rule – it varies by size, breed and individual dog.
The other thing you may want to consider is taking your puppy to the vet — it may have an infection.
Goodluck 🙂
